Robert I enjoyed your article it brought back memory's of my old instructor at the gas company. Back in those days Manual J as such did not exist but we had similar ways to determine heat loss.
My instructor would typically take the customers old gas bills or oil bills and with a degree day analysis come up with a pretty close number for predicted heat loss.
I my area Rhode Island most of the oil and gas boilers were always oversized. So it was important when doing a replacement to come up with an accurate heat loss.

I hate it when ma, and pa fight. Usage is a direct result on what is being burned. How you configure the data to compensate for boiler over sizing, and emitter over, or under sizing is another matter. Which leads to a heat loss. I see it as checks, and balances.
If ci is the replacement not so much of an issue. If a mod/con is of choice the devil is in the details.0
