Why would heat come from baseboard unit when heat is off?

in Oil Heating
We have oil hot water heat. The heat is OFF, thermostat off, but one baseboard unit is still throwing heat - why would this be?

Does the boiler also make your domestic hot-water? It may be running past its control parameters and sending heat into the system.0
