Water surging on and off out of open vent on steam system condensate pump

Hi Friends, I just got called out to look at an old air handler with an old steam coil in the supply. Water is surging off and on out of the open vent on the condensate pump. I've never worked on steam before. Can anyone tell me, is this normal? If not, what could be causing this? Possible solutions?
I'm not terribly worried about it, the system is spitting water on the floor that has a floor drain. But, I'm not sure if it should be doing this ???

Well, no -- it isn't normal. Nor even particularly desirable. Can you tell us more about the system and piping? Pressures? Traps if any? Why there is a condensate tank at all?Br. Jamie, osb
