Tankless Combo Unit

We recently installed a Navien Combo unit (last fall) in our unfinished basement. Previously, we had a 25+ year old furnace with a hot water heater that was fairly large. Once we removed both of those and installed the tankless combo wall unit, our basement is very cold causing the main floor of our house to also be cold. If the temperature outside goes at or below freezing, we cannot manage to get the main floor temperature up to where the thermostat is set. We have 3 levels to our house- basement, main and second floor. Main floor and second floor are 2 separate zones for heat (baseboard) and AC. Main floor thermostat is set to 70 but the temperature never reaches that if the outside temperature goes at or below freezing. This morning it was 63 degrees on the main floor. Second floor has no issue. There is heat coming through the baseboards on the main floor.
Has anyone had experience with this?

    We need more details about the system. Did a contractor install it or was it DIY?
    Can you post some pics of the boiler, its near piping and controls?

    Is there enough baseboard or cast iron radiators to heat the area with lower water temps than the 180* F water that came from the old boiler?
