The manufacture Rinnai specifies this type of condensate piping ....I bought the neutralizer separately, just want to add to my knowledge if you guys do it differently and/or if there's a better way thanks Paul S

Condensate
They're trying to keep condensate that forms in the flue from running back into the boiler. Buderus does this too and supplies the Tee with the boiler.
If you have a very short flue run, such as the boiler back to back to the flue on an outside wall, then you don't need it, but the manufacturer may still require it.Bob Boan

nuetralizer
What about the condensate nuetralizer , why are they used? Condensate acidic? And are there better ways of doing this, I've seen jobs with for example a 2" pvc tee the bull off tee has a screwed cap and the run of tee is bushed down to 1"1/2"......and I believe they put the nuetralizer in there? Yes
The condensate is acidic. If you ever want to shine up an old penny just put it in some untreated condensate. The neutralizer is filled with limestone which, well, neutralizes the condensate. I have seen condensate eat up a copper waste line in a year. It will also eat up concrete just as well. A leaking condensate drain can destroy a boiler pad in short order.

acidity
If you check the bottom of this thread, you will see the condensate ph levels pre and post neutralizer. Those marble chips really do their job.

Limestone:
EEUW!!!.
Limestone is just Carbon Dioxide trapped into limestone rocks from coral plants and such through photosynthesis. Where the plant polluted the atmosphere by taking CO2 out and replacing it with Oxygen (O2). When you pour acid on concrete or limestone, you just release the CO2 into the atmosphere. You greenhouse gas contributor to (non-existent) global warming you.0
