Repiping options

Now that old man winter is loosening his griip, I hope to get some repiping done. The reason for repiping is a 2nd floor rad which doesn't heat unless one of other 3rads attached to same branch are turned-off. The branch is a 1" pipe which is reduced to 3/4" after 2nd lateral off run-out, and runs about 20' to riser to radiator in question. All rads are piped well and there are no other issues other than too much radiation attached to run-out. Several solutions are possible: (1) repipe entire line with 11/2" pipe, and laterals with 1"; (2) repipe lateral with 2 rads attached to main; (3) disconnect last lateral and attach to existing 11/2" run-out which has one rad of 50 edr attached.
