Impact of under venting the radiators?

Assuming the main is vented appropriately, other than timing, what is the impact of "under venting" the radiators. By under venting, I mean as an example, possibly having Gorton 5s on a set of radiators which, based on how much air needs to be vented, would be better served by having larger vents. What are the ill-effects / downsides?

In fact, adjusting the venting on one pipe steam is the way to control the heat from the various radiators, to match what is needed to what is delivered.Br. Jamie, osb

I guess in THEORY, you could vent your mains appropriately, and 'undervent' your radiators, and have short cycle issues.....
but why would you do that? just turn your thermostat down.
Various radiators throughout my system are vented very slow, and others very fast, depending on how i needed to balance the system for comfort. No problems here.
