The rad in our bathroom does not heat. I removed the cover and found the air vent installed like in the pic. Is this correctly installed?

I second that
Yes, go with a vertical style air vent. I too have a house with convectors, although they are copper tube with aluminum fins. I replaced all my vents with various Vent Rite's, though the Gorton's are really good and come with different venting rates that help you balance the system.
The way your air vent is currently oriented, the steam that initially enters the vent will dribble out onto the convector before it closes, causing the rust stain I see in the picture. Also, having them in that orientation does not allow the float part of the vent to work. That vent was intended to be oriented vertically on the side of a radiator tapping, not a convector. It "may" work but it won't work well. There was an error rendering this rich post.

Here they are.
These are the different venting rate vents Steve is talking about.
