Strange set up need help

I have to remove an oil tank. The tank is higher than the fill pipe. There is 2" pipe that goes to the oil tank which is on a hill. There is a valve that opens and closes when oil is delivered.. Before filling the tank the delivery man closes the valve attaches his hose then opens the valve to fill the tank. The pressure of the truck moves the oil to the tank.
Now I have to drain the pipe leading to the tank.
I need a fitting to go over the fill pipe so I can attach another hose to that, to drain the pipe. In other words indirect fill.
Any ideas on a type of fitting to put over the fill cap? I have to drain.

Oil fill
You will need to remove the 2" scully fill adapter, and in it's place I would put a 2" x 3/4" bushing with a 3/4" boiler drain valve so you can attach a hose to drain the fill pipe.0
