    That looks like an H.B Smith radiator

    which was made for use with a shelf that fit on the top. Possibly an Imperial, Imperial Union or Royal Union- use whatever chart has the closest dimensions.

    Air vent

    Just move air vent down. It is too high. Only half of the radiator is working.
