Odd combined single pipe in a 2 pipe system

There is one steam feed in my basement that has a T with a return to my wet return below the steam feed to a radiator. Is this common? Is this OK? I have not been able to identify a specific radiator it feeds, so could it have a different purpose?

    Could just be a riser drip to compensate for the inability to properly pitch the run out. Shouldn't be an issue.

    there is an air vent up there, which was hidden when the ceiling was installed?
