boiler for 3rd floor apartment in 3 family house

Any help appreciated. I just bought a 3 family house in Boston. Floors one and 2 have gas furnaces for hot air, the 3rd floor had some type of electric heaters built into the wall. We want to upgrade the 3rd floor to something better and since I like hot water systems, I lean in that direction. I am thinking of putting a hot water boiler in the basement and running pex to baseboard rads in the 3rd floor. There is also an attic are where a boiler or furnace could be located.
So, my question:
Boiler or furnace? (Ductwork would be harder than installing hw baseboard). If boiler , basement or attic area? What type of boiler? We only need 40k btu's.

What about A/C?
40k btu's seems a lot for an apt. Was a load calculation done? That is the starting point in designing any system.
Without knowing more specifics, I would lean towards a ductless mini split heat pump system. Keep the electric for back up heat.Bob Boan
