Weil-McLain LGB Steam Boiler Sooting Up

We are an HVAC company and are experiencing a Weil-Mclain steam boiler model # LGB which is sooting up and giving off carbon monoxide readings. Recently, we found the inside of the vertical chimney collapsed and a stainless liner was installed. Do you have any suggestions.

    Do you have a combustion analyzer? What are your readings? Are the sections clean and free? The chimney is lined right niw?
