Old valves on hot water radiator leaking

I have old hot water radiators in my house with a new state of the art triangle tube hot water boiler. These radiators have old steel piping feeding them which is rusted but intact. On the floor next to each radaitor is a valve with a knob that you twist to turn on and off. These valves do not work anymore and serve no function. But, some of them leak, especially if you mess with the knob.
I could have all this piping replaced with copper, but it'd be pretty costly. I'm thinking of trying to pur some JB water weld on these valves to seal the leak. Has anyone had any success?

JB Not Recommended
If the packing nut will loosen, the valves can be re-packed. If not, they should be replaced.Bob Boan
