I just moved into a 1960's apartment and my unit has a really old baseboard heating system. I have no idea how to use the control!
Please help, I'm cold.

unfortunately...
That, my friend is just a vent....not a control. Look below and behind the cover, there may be a valve there or at the other end. Usually in an apartment, the best you get is a thermostat. But like I said there may be a valve (knob) under the cover to help you regulate the baseboards output a little bit.
Did your landlord tell you it was the control?
Judging by this scary picture, I'd bet the buildings' heating system has other problems that they tried to fix with a vent..There was an error rendering this rich post.

Just Curious
It's the middle of July with a heat wave sweeping across the country. Where is it you live that you could be cold?
The building may have the heat turned off because it's summer.Bob Boan
You can choose to do what you want, but you cannot choose the consequences.0
