water pressure problem in hydronic heating system

in Oil Heating
Hello everyone, I had to replace a leaky radiator in our house and so,I let the water out at the furnce after having closed the city water supply. When I finished replacing the radiator I turned on the city water supply and turned on the furnace(boiler). I am not getting a pressure reading on thr boiler gauge ( approx. 2lbs.). I tried bleeding the radiators and I touched the (I think the refill valve - --dome shaped with a lever on its top). I do not know what else to do , Please could someone point me in the right direction? Thank you in advance for your much appreciated help!!! Mike
