Pick-up job again, found the tubing tacked up to the joists instead of to the subfloor with heat transfer plates.  Is it worth unfastening the pex and stapling

what I can to the subfloor?  Some say line the TVM horizontally to make an air space in the joist, but to me it seems a wrong way of doing it.  Any thoughts?

    It needs to be attached to the floor with heat transfer plates and then properly insulated. Your loosing at least 30 % in efficiency and running higher water temps than necessary.
