I am in the process of buiding a new home and was wondering if it would be safe to run intake and exhaust vent lines under a unexcavated garage. Is it against code? Will the condensate freeze in the exhaust pipe?

It is not a good idea
especially if you have problems and need to get atthe piping. If you are building you have a lot of flexibility now as to location so make it as short and easily accesible as possible.0
