Gas furnace venting?

I am in the process of buiding a new home and was wondering if it would be safe to run intake and exhaust vent lines under a unexcavated garage. Is it against code? Will the condensate freeze in the exhaust pipe?

especially if you have problems and need to get atthe piping. If you are building you have a lot of flexibility now as to location so make it as short and easily accesible as possible.
