O2 Reference

I have a Fyrite Insight Analyzer and am wondering when sampling CO Air Free what is the reason for adjusting the percentage from Zero % O2 reference to another % O2 reference (the analyzer range is 0-15%) when taking flue gas samples, I believe in one of Bacharach's instruction manuals they say that certain Authorities of Jurisdiction might call for an O2 reference of 3% when taking a CO Air Free sample. I am not sure I understand this 100%, thanks for your help guys
