Steam vacuum breakers

I have a customer that's having trouble with his Hoffman #62 vacuum breakers. They aren't stopping the boiler from going into a vacuum. I'm wondering if the #62's are not meant for this application. The boilers are 100hp running between 7 and 10 lbs. I would appreciate any input.

I have already told my customer to adjust the vacuum breaker from the factory set 2" down to 1".0
