sometimes driving around, especially during this big freeze in nebraska, i will see white steam belching from a chimney.

this is not only the unhappy sign of a leaking steam boiler, but also a service opportunity for steam professionals.

if you have your techs make a note of the address; then a refrigerator magnet, and brochure could be sent to the owner, who is surely noticing something. you do not have to make mention of the visible symptoms, just your services, expertise, etc. [remember the kings messenger, and his fate!]--nbc

    Just don't be too agressive...

In really cold weather, it is normal for a combustion device (for example, a boiler!) to produce "steam" clouds, at least until the flue is well warmed up.  It's not always a leak.  It could just be that with the flue cool, the natural water vapour from combustion is condensing on the way up, and appearing as a cloud.  You can usually tell by how fast it dissipates -- if there really is a leak, it usually will be a pretty solid cloud, and last for a while down wind; if it's just combustion condensation, it won't be that solid (unless it's a really big unit!) and will dissipate quickly.
