Hot Water Hotter at Bath Faucet

The water coming out of the hot water faucet in the bathtub is hotter than the water coming out of the hot water faucet in the basin.
If you go into the basement, it appears (appears, but might not be so) both faucets are being fed by the same hot water pipe from the hot water heater.
Has anyone ever come across this?

I have seen some cartridges leak through0 -
Got DHW recirculation return?
Have seen the check valve fail and allow cooler water to run backwards through the system and mix at the point of use...

hot water
are the faucets single lever, Some single lever cartridges fit basin faucets and shower valves and have limit stops for scald protection. if so it needs adjusting.0 -
Volume
There is a good chance that the lav faucet has a flow resticter in the aerator. The bathtub faucet does not require a flow restricter. You are getting lots more water through the tub faucet.

The faucet is the classic Delta - - one valve for cold and one valve for hot.
Yes, the basin faucet does have an aerator.

Try turning...
... the cold supply off at the sink. See if the hot water gets hotter. If so, you know there is some cross connection in the sink valve. Another test for cross connection is to shut off the cold supply to the heater and open a hot tap. If it doesn't stop running pretty soon, it is either because cold is entering the system somewhere or the shutoff valve doesn't really shut off.
