Safety Valve Pressure Settings

We have two HP fire tube boilers at a MAWP of 150 psig. If additional safety valves are used, what does it mean when the complete range of pressure settings of all the safety valves shall not exceed 10% of the highest pressure to which any valve is set? From NYC boiler code Part 14.

Just A Guess,,,
but I would think MAWP + or - 10% of valve setting is all that is allowed.0
