It's an air trap
which was used as a dry return vent on a Vapor system. The vent opening on top usually had a vacuum check screwed into it.

That is a 0023 size (1\")
Warren Webster Vent Trap and did what Steamhead says it did. Looks like it has seen better days!

The air trap
also had a float in it, to keep water from escaping. But it didn't shut on temperature. It was assumed the radiator traps would keep steam out of the dry returns.
