Nozzle sizes

We have an HB Smith 28-12 Boiler with a Carlin 1150FFD Burner. The burner has 1-12 Gal/hr and 2-4 Gal/hr nozzles. We recently insulated a lot of steam pipe in the basement. Now, when the burner enters low-fire mode, the pressure in the boiler does not fall. It stays constant. The Carlin manual says that we should not use a low-fire nozzle smaller than 12 gal/hr. - Right now Low-fire mode starts when the boiler reaches 1.5PSI. Any suggestions on what we should do?
