flue cover for new york oil burner

in THE MAIN WALL
the flue cover plate is steel.do i just make the cover as tight as possible? because the insulation i got from the supplier is one inch thick.{how tight to squeeze?}

    Tight enough to seal, not overtight. If you overtighten nuts, the insulation board will be trashed and will need to be replaced very soon.
