Would be your state's website. There should be a section dealing with codes and more than likely a section specific to OWB's. Many states and localities in the Northeast are placing restrictions on how/where they can be installed and some are banning them outright. The generally accepted standard now is a gasification type boiler that emits far less pollution than a regular OWB.

What (if any) are the Mass State requirements for a resident to have an outdoor wood boiler for home heating?0 -
You need
You need a building permit. It has to be inspected by the building inspector. There are certain licenses that cover the installer. I do oil and it doesn't cover me for solid fuel so I am not licensed for these units. Your local building inspector should be able to tell you what license your installer needs.
