    Don't try

You will be married to it for ever.

The radiation of the load is sized for stream - its undersized for hot water - drawback - you will be cold

can you add - infloor or baseboard to make up the difference?

    Specific drawbacks

    1. It will be WAY more expensive to convert to forced hot water than to fix the steam to work properly.
    2. You will have considerable replumbing here and there to get the circulation even vaguely even.
    3. You will have -- almost guaranteed -- serious leaks in both the radiators and the pipes because of the tremendous pressure increase (three stories? Looking at 20 pounds per square inch, min, vs. 12 ounces per square inch -- say 40 times the pressure).
    4. Why even think of it? Steam heats at least as well, if not better...
