convert 3phase to single phase

ASSUMING IT HAS SINGLE PHASE ELEMENTS:

It probably could be done, HOWEVER it will void the safety agency approvals, will probably require replacing the thermostats, replacing internal wiring, and resizing the wiring to the water heater.

If it is in your house, you would probably sleep alot better with an approved and listed unit.

    Also...

check the actual voltage rating of the heating elements -- it varies, depending on how they are connected (delta or wye) and the grounding of the whole thing, as well.

Get a new tank... Since there is probably no wiring diagram, there is no way to find out (short of taking it apart) how the elements are configured. Technically, Yes it can be done, but as stated above there is a wide open of problems and DANGERS that can occur.
