How much can the inner diameter of Pex-Al-Pex be restriced before it starts to affect the performance of the system? Someone has told me that it can be restricted up to 50% without affecting performance. Does that sound right?

How many gpms are you
moving thru it? if it is a radiant loop with a low .5 gpm flow it won't be a flow problem. It will be a wear issue over time not unlike a kink in any tube.
The more flow the more of a resistence.
A flaring bar is a good way to round PAP back to shape if it is not kinked too badly.
A coupling works well also

PEX-AL-PEX kink
Any kink wil lcause higher pressure drop that leads ot flow restriction. The aomunt of restriction depends on how bad it is kinked. As we cannot see the inside of the tube, as well as PAP kink cannot be repaired ( I would not recommend it ), I would suggest to cut the kinked area and put a coupling, pressure-test to make sure it holds the pressure with no leaks. Yes, you can leave it kinked as long asd you get he needed flow, HOWEVER, you may face potential failure down the road depends upon the severity of the kink0
