I was asked by an insurance company for my opinion on this. I seems like a coupling on Radiantec pex pipe. Very strange type of coupling. Anyone see this before?

Nope.
looks like, something like, a mutiple "layered" approach to coupling material.
Wheres the duct tape?

looks a bit like the McGiver approach to home heating and Radiant repair

you sure
that's a coupling/splice joint approved by the seller? Doesn't look like anything I've seen for PEX. What's with the Renolds-Wrap "plates"?

Yes
as I recall their early tube was an odd ID/OD. I've had numerous call from panicked homeowners looking for a repair coupling.
Large diameter tube would often get the best of homeowners and end up with multiple kinks.
Typically the correct approved repair couplings were not readily available.
Hose clamps were the only option for some.
I know where a number of those are buried in slabs.

They may be steel today, but this was their coupling of choice. The pex is 7/8 od pipe. They explanation of no need for non barrier pipe is even more of a joke..0 -
Not to be the devil's advocate, but....
an open system (I'm guessing that's what you're referring to) doesn't benefit from using oxy barrier tubing. I don't favor open systems (no surprise there), so all of our hydronic systems are installed with oxy barrier.
Wouldn't mind reading the explanation you're referring to though. Maybe I'll learn something new!
