Why the thermostats?

I had my equipment contractor quote a new construction package in which all emitters were panel rads, all equipped with TRVs.
Two floors to this small house, three to four rooms per floor.
Why would the quote be containing two t'stats?
The plant is a small mod-con, LP fired. Locale is such that -25F is the outside winter design temp.
