                    That is a modulating portional actuator.  R,B,&W are the connections for the portional thermostat.  t-1&t-2 are the power inputs which are usually 24VAC.  Usually there is a transformer in the actuator case that takes line voltage and reduces it to 24VAC.  Neither the stat or actuator are inexpensive, so it would be wise to get someone who is familar with them to check it out.  Chances are either the stat or actuator failed and it was disconnected.

            Honeywell Modutrol
 My optimizer is a set of louvers to the outside air. It is run by a Honeywell M905E type 1009 2 Modutrol moter. It is disconected and I would like to re-connect. It has the following 5 connections labled R, B, W, t-1, and t-2 any idea what each connection does?0
