Two Pipe system with no traps

I have a two pipe residential system with no traps. The boiler was replaced in 2001. Steam enters at the top of the radiators and exits the other end on the bottom. The radiator in the room with the t-stat never gets the room to temp. and the back of radiator is cool. In the return piping there are two equalizer loops, near the radiators (1") that are not filled with water. They are above the current water line of the new boiler. The rest of the house is overheating. What is the best solution? There is a Hartford loop at the boiler Thanks.

    Vents

    You may need large mains vents, a Vaporstat, and to give us more about the equalizers with no water in them. Are they next to the boiler? Do they drop below the boiler waterline? Does the new boiler waterline match the old boiler waterline level?
