place for reducing valve

in THE MAIN WALL
At IBR school most diagrams show supply in this order..
boiler then air eliminator, then circulator. Now into the bottom of air eliminator is the feed line and extrol. why, with the reducing valve at that point, doesnt the reducing valve sense a drop in pressure when the pump comes on?
