drilling into radiator

in THE MAIN WALL
I have steam heat (one pipe system) and there is a vent about 2 inches from the top of a radiator. I wanted to put a top over the radiator but the vent stick above the radiator- question: can i plug that hole and drill another one lower- if so, what is the best way of drilling into the radiator and where do i drill it (near the top, middle or the bottom). thanks
