Hot water radiator problem

I recently moved into a second floor apartment. The landlord is using forced hot water radiator heat with a circulator. The radiator on the third floor (bedroom) is not working. I've tried to bleed the air out, but now the lower radiator on the second floor now does not have heat.
If I bleed the radiator long enough, I get heat. When I shut off the manual valve on the radiators, the radiator returns back to cold. The rest of the apartment radiators are working just fine. What am I doing wrong??

    Whats wrong

    Rick --Please do not take this wrong,you where hired as the tenant its your job to pay the rent. Call your landlord and let him know the heating system needs service by a pro that can look at and service the whole system, not you playing around with 1 or 2 rads and getting no where. Best wishes
