As the other post stated, make sure the pump is sized for the additional pressure drop of the vavles. I would use full outdoor reset, since you need boiler protection anyway when converting a gravity system, unless you are using condensing boilers. Full reset with a tight heating curve will prevent tenants from leaving windows open beaue the rads heat will be limited by the outdoor temp reset curve. You could also do night setback at the boiler control by setting back the water temp. You'll need to boost water temp to get a quick water temp when coming out of setback and then back to you standard daytime curve...like on the tekmar 262 staging control. Staged boilers would also be very beneficial in this application, I'd say.

question about thermostatic radiator valves
Might be replaceing a gravity system that is a 3 floor building. The mains go inside a wall and then branch off to the rooms and floors. Customer doesn't want to gut the walls, so I was thinking of doing a constant circulation with outdoor reset and then put thermostatic valves on the radiators(26 of them). Would this work or any other ideas. Thanks,

I've done it successfully.
Just make sure your pump can handle the head and you'll have no problem.

protect the pump
with a differential pressure bypass so you don't deadhead it when all the TRVs close.
