I am a home owner with a historic home and I am interested in installing a radiant floor heating system.

I'm actually 21 miles west of Portland in Forest Grove.

Try the Radiant Panel Association's website or Wirsbo's site. both the sites have listings of contractors.

They are (not as good as Dan's list) but you may get one closer to you.
