Inspectors clueless about primary secondary pumping

in THE MAIN WALL
I recently had a heating inspection on a primary secondary heating system. The main loop was 5" with 3 Burnham V11 boilers with secondary pumps pulling off the main loop. The inspector of a major U.S. city told me he has never seen a system piped like this. Is he just uneducated on this?
