Flow control
John,
Final answer....yes!The heat will consistently "rise" and the cooler water will flow back to the boiler until temps level off.The flow control will restrict this flow from happening. With (what I am assuming) cast iron radiators the rads will retain heat for a longer time compared to other emitters. This will overshoot your set temp on the t'stat.
