I came across this boiler that I service every year , & seems like a plumber was hired that added 20ft of radiaters to the basement ,the new circulator for the basement loop is controlled by the same thermostat for the bldg ,so it over heats the basement cause it runs all the time when upstairs need heat , besides that , I placed hand over the last baseboard they ran in basment & dont seem hot ,not sure if air issue or circulation issue, anyways I want to share few pictures to get idea if something is wrong with the basment loop add on. I can say they should've installed separate t-tstat ,relay or acuator to stop flow to basment when not needed & dont see any ball valves or airvent to remove air from new loop or isolate.

Unfortunately, it looks like you inherited a real mess. You going to need air vents and an air removal device

    Plenty room for improvement.

The Taco pump should be rotated, motor horizontal

    Both pumps need check valves

An air purger would assure it stays air free

A complete repipe could improve piping, air removal pump location etc.

I was there few hrs ,the front bldg radiaters were air locked, no heat was getting to front apt ,the rear apt was fine after removing tons of air , I had to force all pressure towards front of blgd & purge all air through the boiler return hose bibe, & was getting heat to both apts after that .As for the basment circulator I have disconnected power to stop flow to basment untell proper step is taken, both apt-tanents were happy they slept in warm . yes i will have to show contractor that remodeled the place ,to have the hired plumber correct piping ,not trying to get involved yet ,unless the landlord tells me money is not issue with landlord.i.ll update if I get call back about the circulator. thanks for reading my post it helps a lot in the field ,God bless
