Has anyone seen this? New home owner

looking for solutions to cover this pipe cord from heaters going into fireplace on each side?! Is this safe?

It looks like the hot water pipe for the baseboard heater goes under the raised hearth for the fireplace, which should be fine. You could build wood covers around them or just paint them to match the background.
The coiled black cable looks like television cable. Unless the slot under the hearth is wide enough to keep it well away from the pipe, the cable should probably be run around the hearth since the pipe can get up to 200°F or so.

get a chimney expert to inspect the fireplace and vent especially for clearance to combustibles before signing off on the inspection contingency
