What is this - maybe not heating related?

My neighbor in PA, Bill, was cleaning up one of his many structures on his property and found this. Any idea of what it is? It's definitely some sort of plumbing related with the pipes and valve and interestingly was made in NYC. Knowing NYC, as I do, I'm almost positive there's no manufacture on Beekman St. anymore (or most of NYC!).
I do find the square nuts (and the bolt heads underneath ) interesting. Easy to hold with a wrench and probably before ratchets were around.

I'll get some more photos, but the bottom was just a sealed cylinder, narrower than the top, and somewhat rusty. It made me think that the bottom was put in some sort of heating system to heat the contents.

That looks like an early pilot that was once on a steam generator valve similar to what Spence might offer today only more crude. It may also have doubled as a primer that would bypass a large gate valve serving a steam main.

Hi all,
Thank you for the many informative responses. I'll share them with neighbor Bill. @Steamhead, he found it sitting on the floor of the old house on his property (one of a few!) and he said that house was steam heated. There was also a factory on the property years ago, though it was originally fed by water turbines from the creek running through the property. So it may have been something in the factory too. I'll get those additional photos. Should he open it up to see what's inside?
And just going through Dan's article, I remember that Magical History Tour so clearly, especially my "Alex Standard Time" or as I say, I'm always 10 minutes early, to being an hour late!
