stuck steam radistor valve

Any recomedations of how to free a stuck radiator valve? It doesn't seem to want to budge with hand turning pressure. I think someone partially closed it for temperature control but now that room should be warmer. Its a steam system and I replaced the vent valve with a fast venting one.

Thought of spraying the valve with Liquid Wrench or similar but thought it would smell bad for a long time when it got heated.

    Try loosening the packing nut half a turn and then working the valve handle.

    Trying to squeeze the best out of a Weil-McLain JB-5 running a 1912 1 pipe system.
