Looking for any information on this Taco thankless device I saw today. I've never seen one before.

That is a "side arm" tankless water heater, which predates the development of boilers with internal tankless coils but works in a similar way. Boiler water circulates by gravity around a coil inside the box that heats tapwater. Earlier versions had lower capacity and heated a separate storage tank.
That one has been disconnected from the domestic hot water piping. There is probably another, newer water heater somewhere.
