Recessed Radiator

this material fell onto the heating element of my radiator that is fully recessed into wall. It looks like some of the insulating paper fell and then this fell afterward.
What is it? How should I remove?

It may be asbestos spray it down with water ……And tin foil. … Any baseball cards :)

The white material looks like plaster. It might contain asbestos, but usually it doesn't.
