If there no flow the heat won’t go.

Just leaving a job for no heat in an apartment. Hydronic Baseboard heaters, zone valve and thermostat that controls the entire apartment. Two bedroom one bathroom. 

The building is a three story walk up and this apartment is on the first floor but far away from the boiler room. I cannot get the heat to flow through the baseboards. I have checked the voltage at the thermostat (26v) the zone valve operation is good. I even checked the internals. The valve was replaced in 2020. There has been a hose bib installed and I am able to isolate the baseboards from the rest of the building. If I run water through the hose bib I get hot water but I cannot get the water to flow on its own. I am unable to access the boiler room as Strata has their own plumber. (Don’t get me started about Strata) 
I suspect it could be the heating pump. But I have never had an issue like this on the first floor. Seems odd. Any ideas or other suggestions .

    One pump for the entire building? Air or frozen pipes?

    No air or frozen pipes. I do have water flowing from the hose bib. Just no heat. I told them without access to the boiler room there isn’t much more I could do. It’s just eating at me that there might have been something else.

    Unless the local zone valve is stuck closed, the problem is somewhere else. Probably the boiler room.
