It is either the fill valve in the toilet or the angle stop valve feeding it. I would start by replacing the fill valve as it is the easiest and less messy.. Older angle stops have a washer in them that can get loose, and cause a vibration in the piping It sounds more like you are getting the moan sound, so I would be more inclined to think it is a fill valve.

If you have to replace the angle stop valve, use a 1/4 turn valve.0

If it is a brass fill valve i would rebuild instead of replace.
I'd use standard globe angle stops since they are much easier to repair with what you have at home.0
