100hp Keewanee oversized, short cycles even on low fire with below zero temps

Keewanee modulating burner is still short cycling on low fire on extreme cold days. Is it recommended/possible to lower the low fire rate?

Maybe. You can only tell by doing a combustion test. Oil? Gas? What kind of burner? Most burners that size are good for around a 3-1 turndown at best so a 100 hp boiler is about 30 gallons/hour on oil so low fire would be around 10gph or 1,400,000 input on gas0
